Not that it helps exactly, but maybe this could be useful resource: https://stackoverflow.com/questions/6735830/how-to-fire-mouse-wheel-event-in-firefox-with-javascript

also, not that it matters, but since you have fire a javascript event anyways for the wheel behavior, maybe instead of native Selenium actions API for the mouse over before you invoke the wheel event, do the mouseover in javascript too. the full javascript integration could perhaps work better than part selenium part JS, plus that way, you can write all the JS in one string and execute in one command.
