You can't.
http://www.cs.tut.fi/~jkorpela/forms/file.html#value

Basically: allowing default names, or javascript to change the name
attribute, would allow malicious webmasters to hide such a field in their
forms, and receive user's files without the user noticing.

I was surprised to find that this is true even for IE HTAs, which are
normally immune to browser security issues of this kind.

"The rule for input type=file is the same for an HTA as it is for ordinary
IE hosted HTML."

If you are using Firefox, you can set it up to allow this behavior by modifying a browser setting and adding a line of code into your Selenium.

Here's the URL explaining what to do:
http://lists.public.thoughtworks.org/pipermail/selenium-users/2005-March/000213.html

You can do step (a) in the instructions by going to about:config in your Firefox browser.

I'm running into this issue also.  I have to test with IE, and I need to upload files to get test data into the app.  If anyone can provide specifics for a workaround, I'd really appreciate it.

BTW, if you run tests using the Selenium IDE GUI, there is no problem loading files.
